Amsterdam wordt geteisterd door een reeks moorden. Rechercheur Tara Lee ontdekt dat deze misdaden verband houden met een duister verleden uit de jaren tachtig. Samen met voormalig inspecteur Eric Visser maakt ze jacht op de moordenaar die de stad opnieuw terroriseert. Dit verhaal is een vervolg op de populaire film uit 1988.
